Repowering of wind turbines: nature conservation aspects and a decision-making tool

How can the planning of repowering wind turbines be simplified and combined with species protection?

Should repowering not be easier than installing new wind turbines? And how can partly already known aspects of species protection legislation be profitably taken into account?

These were the central questions of an R&D project of the Federal Agency for Nature Conservation, which BioConsult SH worked on in a consortium with Bosch & PartnerANUVA and lawyers of Kanzlei Tettau Partnerschaft.

The results were published in the latest issue of the Natur & Landschaft journal.

As part of the desktop project, we analysed the legal situation and investigated the repowering potential in Germany. We then provided a decision-making tool for possible simplifications in the approval process primarily relating to repowering at the same location but outside designated wind areas. 

Changes to the legal situation resulting from the amendment to the Federal Nature Conservation Act and the implementation of the EU Renewable Energy Directive (RED) during the project period (2020 to 2023) were taken into account.
